Dr. James Williams

Dr. James Williams has spent over two decades advancing opportunities for people with disabilities in education, employment, and independent living. A proud member of the disability community himself, Dr. Williams brings both personal insight and professional expertise to his work—qualities that have shaped him into a trusted advocate and leader in the field. 

Before joining The Arc of King County, Dr. Williams served as Division Administrator for Iowa Vocational Rehabilitation Services and as CEO of Bloom Consulting, where he specialized in vocational services and support for autistic individuals. Over the years, he has built a reputation for fostering equity and inclusion through person-centered services, innovative program design, and a deep commitment to empowering people with disabilities to thrive. 

His professional background includes credentials as a Certified Rehabilitation Counselor, Advanced Certified Autism Specialist, and Certified Special Education Teacher. He earned his Doctor of Education in Educational Leadership from Lamar University, a Master of Science in Rehabilitation Counseling from Texas Tech University Health Sciences Center, and a Bachelor of Science in Special Education from Sam Houston State University. 

At The Arc of King County, Dr. Williams leads with a mission-driven spirit, grounded in the belief that breaking down barriers and championing disability rights can transform communities. He is especially excited about advancing initiatives like The Arc Legacy Center and building on the organization’s proud history of advocacy and support.
